Feng Tothen is a bit of an anomaly. As a young man he joined the Westland Army, as a scout, and was quickly promoted to corporal. It wasn't long before he was a sergeant in a watch tower (now long gone) then organising search patrols arond a burgeoning Stonewater.

After that he was promoted to Lieutenant, arranging clearance patrols around new towns and settlements before helping guard the area around Midfot as it was developed. When he retired he was awarded the title of Steward of Westhaven by Lord Rignal personally.

The Governor knows who he is, as do some of the senior people in the town and garrison. Otherwise he is Mr Torthen. He knows that Lord Rignal would like to develop the road from Wethaven to Hudley, but he also knows that West Province needs properly secuing. He's is happy to make his name (legacy, inheritance & fortune) helping with those goals.
